Cannot create a 12.1.5 exported package with SEPM 12.1.4

Howdy,

I have looked for some info and found this http://www.symantec.com/business/support/index?page=content&id=TECH223884. 

Does this apply to a Windows system as well?  The SEPM is a 64 bit server and it is currently running 12.1.4.  One of my colleagues needed to test a deployment of the latest version on a Win 8.1 client, so I DL'd the latest, imported it into the SEPM, and created an install package.  As soon as the install starts, it immediately fails.
