gpo error: application management group policy id 102 and 108

Hi I am trying to upgrade my network computers from sep 12.1.4 to 12.1.5 and I created a gpo for that purpose but the installion does not start althougn the gpo was applied. and this happen also with computers that did not have any older version of symantec installed. in the envent logs I am getting two "application management group ploicy" events : 102 and 108

for non symantec computers the error was 1612

for the symantec client the error was 1613

Can anyone help please??
