Salvage a Hard Drive

I have a 1/2 Gb hard drive that was encrypted using GE 9.5.1.  All the passwords have since been forgotten and the data on the drive is no longer needed.  Is it possible to run FDISK/FORMAT or some other low level format program and salvage the drive or, do I need to cut my losses and just junk it?
