Is it possible to use a proximity key... between rule types

Is there a way to utilize a proximity key between Content Matches Data Identifier and Content Matches Keyword? It will be really helpful to be able to set a limit on these two criteria.  For example, I created data identifiers for US Driver License Numbers by state. We have an enhance list of keywords for DL#'s. we are using the proximity key in combination to the particular state to grab the corresponding data identifier for each state.  If I can only add a proximity limit between all the conditions, it will make the search a lot more powerful, reducing the amount of false positives. Is there any way to do this at all?
